Anyone who has tried to buy from Germany from abroad knows both versions of this. Either the dealer declines outright — they do not want the export paperwork, the liability, or the language barrier. Or they agree, but require a deposit equal to the full 19% VAT, refundable only once export is proven. On a €60,000 vehicle that is roughly €9,600 of your working capital, tied up for weeks or months.
For a private buyer that is inconvenient. For a trader moving several cars at once, it is a genuine cash-flow problem.
