Export Documentation & Customs

This is the step that decides whether a car leaves Germany cleanly, and whether the VAT on it can be zero-rated. It is also the step most often skipped by sellers who have never exported anything.

A car cannot leave Germany on the seller’s plates. We arrange the temporary registration and the insurance that has to cover it.

Export registration plates

An Ausfuhrkennzeichen is a temporary German plate that lets the vehicle be driven and moved legally while it leaves the country. It is white with black lettering and a red band on the right showing the expiry date.

To issue one, the registration office needs a valid roadworthiness certificate (Hauptuntersuchung), proof of the special export liability insurance, and both parts of the vehicle registration certificate. The insurance has to cover the full validity period of the plate. Validity is granted for the period applied for, so it is matched to the shipping schedule rather than bought open-ended.

The ATLAS customs export declaration

Germany does not take paper export declarations. ATLAS is the German customs administration’s electronic clearance system, and the export declaration (Ausfuhranmeldung) is filed through it under the Union Customs Code, Regulation (EU) 952/2013. The exporter of record must hold a German EORI number and be named on the declaration.

The declaration produces an MRN — the reference that follows the shipment through customs.

The exit confirmation, and why it is the whole point

When the goods actually leave the EU, customs issues the Ausgangsvermerk — the exit confirmation PDF. This is the document that proves export happened. Where it cannot be produced, an alternative exit confirmation issued by the customs office is also recognised.

That proof is what makes the sale a zero-rated export delivery for VAT purposes. Without credible export documentation — customs papers with the MRN and exit confirmation, and an invoice that refers to the exemption — the exemption does not hold, and the tax stays where it is. The records have to be kept for ten years.

You get the complete file: the purchase contract, the export declaration and the exit confirmation. Your port will ask for it, and so will your accountant.
